Country Director

Based in Harare – Zimbabwe

SNV is a not-for-profit international development organisation, funded from public and private sources. SNV was founded in the Netherlands in 1965 and currently works in 38 countries world-wide. SNV is a specialised advisory services and knowledge-brokering organisation. We provide capacity development support to local and national organisations at the government, non-government and private sector levels. SNV provides advisory services in the sectors Renewable Energy, Agriculture and Water Sanitation & Hygiene. Climate Change, gender and governance are cross cutting issues.

Background information

SNV has worked in Zimbabwe since 1984 and operates from three duty stations; Mutare and Bulawayo and Harare, the capital city of Zimbabwe to cover country operations that are spread across the whole country. 

SNV Zimbabwe has a total workforce of 40 staff members including project staff and over 30 LCBs working in the three lead sectors on 16 projects. The country budget for 2014 is over €5 million, with over €5,7 million in the pipeline likely to be signed in 2014.

SNV Zimbabwe works in all three sectors with Agriculture as the largest followed by Water Sanitation and Hygiene, and Renewable Energy. In all these sectors the country programme uses the value chain approach to ensure sustainability.

In Agriculture, SNV works with partners including DANIDA, DFID, EU, FAO, USAID, The Ford Foundation and value chain actors to improve the business environment for smallholder farmers to reach markets.  This is done with particular emphasis on sustainability and access for women and youth.

The WASH programme aims to improve menstrual hygiene in schools, improve the management information system for WASH for information in the country and develop a sustainable supply chains for WASH services in rural areas of the country.

In Renewable Energy SNV Zimbabwe is implementing a biogas programme aimed at reaching over 5000 rural households with improved and renewable energy, enhancing access of rural dwellers to solar energy through the establishment of a sustainable value chain involving rural distributors, urban suppliers and the youth.

Duties and Responsibilities

Overview of the position

As Director, you have the overall leadership of the Zimbabwe programme. You will be required to strategically steer, expand, and consolidate the country programme.

You will forge key alliances between SNV and important national and international actors, and create a core set of focused partnerships based on joint action. You will be required to secure adequate funding to sustain operations, upscale and strategically strengthen the country program, while ensuring high quality.

You will coach, support and guide key staff to strengthen our efficacy in poverty alleviation, effectively uphold SNV core values and corporate and national polices.

Key Responsibilities:

  • Strategic positioning of SNV in Zimbabwe - provide strategic leadership to the Zimbabwe programme within the overall parameters of SNV’s global strategy;
  • Oversight and quality assurance of programme design and project implementation to the satisfaction of key stakeholders and following SNV’s and donor’s financial standards and monitoring protocols;
  • Business Development(BD) and Resource Moblisation -ensure a high quality of application of SNV BD practices, strengthen SNV’s profile as high quality service provider, while maintaining the diversity of SNV Zimbabwe’s funding base to ensure 100% externally funded programme by 2015;
  • SNV representation – develop networks that SNV Zimbabwe can leverage on at all levels with clients, partners, local providers of capacity development services, authorities, diplomatic missions, colleagues, donors, media and other relevant organizations;
  • Result-oriented leadership - Leadership and management responsibility for country team, creating and nurturing an environment that supports high performance, learning and teamwork;
  • Collaboration with other SNV countries in the ESA cluster to effectively exploit opportunities for synergy, delivery at scale including multi-country projects, knowledge exchange and strengthening SNV’s position in the ESA region;
  • Foster innovation of SNV products and services - facilitate learning, documentation and evidence based knowledge development in collaboration with SNV’s global team and partners; ensure collaboration with renowned knowledge institutes and networks;
  • Act as a role model of entrepreneurship, enquiry and result orientation.

Job Qualifications & Skills / Selection Criteria


  • Educational background: Master’s degree, or equivalent preferably in any of these areas: public policy, urban/regional planning, public or business administration, social/political science, development studies, economics and organizational development.
  • Over 10 years of relevant management experience, preferably in multifaceted development sector;
  • Knowledge and understanding at strategic level of the international developmental sector, relevant actors and relevant developments concerning SNV’s core business (advisory practice, knowledge development and advocacy);
  • Excellent networking and positioning skills, being able to link to international organizations, (central) governments and local meso-level organizations;
  • Demonstrated experience in mobilising financial resources for projects/programmes from the public and private sector; familiarity with key financiers and actors in SNV’s 3 core sectors;
  • Participation in and promotion of collaboration/developing and communicating multi-country policies and strategies;
  • Entrepreneurial and result oriented attitude and proven track record of achieving results in implementation of sustainable programmes and projects;
  • Demonstrated experience in coaching, leading, and inspiring professionals in a development context;
  • Tactful and open minded;
  • Given SNV’s dynamic country portfolio, Country Directors are appointed in a specific duty station, yet mobility / relocation to other locations is expected;
  • Experience of working in Africa will be an added advantage.
  • Proficient in English


Contract period: 2 years
