Duties and Responsibilities

In a bid to facilitate sustained and sustainable agricultural productivity growth in the 15 Member States, the Authority of Heads of State and Government of the Economic Community of West African States (ECOWAS) adopted the ECOWAS Agricultural Policy (ECOWAP) through Decision A/DEC./01/05. The international conference held in Abuja in 2009 led to the signature of the "Regional Compact" for ECOWAP implementation. It committed both the ECOWAS Commission and Development Partners to operationalize ECOWAP through the following adopted mechanisms. These include:

- The Regional Food and Agriculture Fund (ECOWADF) housed at EBID in Lomé (TOGO);

- Regional Agency for Agriculture and Food (RAAF), based in Lomé (TOGO);

The formalization process of these two key regional mechanisms culminated in the ECOWAS Council of Ministers held in August 2011 with the signing of:

- REGULATION C/REG.1/08/11 establishing the Regional Agency for Agriculture and Food (RAAF)

- REGULATION C/REG.2/08/11 establishing the ECOWAS Agriculture Development Found (ECOWADF);

with regard to the ECOWAP/CAADP goal, which is to promote food security and sovereignty and regional integration in West Africa, the overall objective of the Regional Food and Agriculture Agency is: “to ensure the technical implementation of regional investment programs and plans contributing to the operationalization of the ECOWAS agricultural policy , by relying on regional institutions, organizations and actors with proven skills and competences.” The Agency is under the supervision of the Commissioner for Agriculture, Environment and Water Resources, who acts on behalf of the President of ECOWAS Commission. The ECOWAS Commission, which received support from several donors and technical partners for the operationalization of ReFAA, including the Spanish Cooperation, is looking for several experts to serve as consultants in ReFAA.

Duties and Responsibilities

Under the authority of the RAAF Executive Director, The Principal Programme Officer in Agricultural Economy is responsible for the formulation and development of regional projects.  He should have a sound knowledge of the agricultural sector and regional agricultural policies, managing complex projects, major programs implemented by ECOWAS and the region and demonstrate the ability to coordinate a team. S/he should also possess the capacity to disseminate technical innovations in the agricultural sector, and get involved in the implementation of policy instruments that promote strategic food security (agriculture, livestock and fisheries) products;

She/He supervises the support provided to technical cooperation institutions with which the Agency contracts out the implementation of programs.


  • A Bachelor’s Degree in Engineering , Science, Agronomy, Rural Development, Rural Economy, Agricultural Project Planning and Management
  • At least ten (10) years’ professional experience and good knowledge of the Agricultural Sector in the ECOWAS region and West Africa;
  • Possession of a higher degree would reduce the number of years of professional experience to eight (8);  


  • Good knowledge and experience in regional agricultural programs as well as their design, planning and implementation;
  • Demonstrate solid experience in the design and implementation of regional agricultural sector development;
  • Have a solid experience in working with regional and/or national public services, NGOs, international organizations, and regional agricultural professional organizations.
  • Have a good knowledge in IT and agricultural programs monitoring and management software;
  • Having command of other procurement software would be an advantage;
  • Have a good knowledge of regional agricultural project management cycle;
  • Possess excellent knowledge and ability to solve the agricultural sector’s development.
  • Excellent oral and written communication skills.


Candidate should not be 50 years old or over at the point of recruitment and must be a citizen of one of the ECOWAS member states.


Mastery of one of the three working languages ​​of ECOWAS (English, French, and Portuguese) is required. Proficiency (written and oral) in a second working language of the ECOWAS Commission is essential.
