In a world filled with risk and potential, social protection and labor systems help people and families find jobs, improve productivity, cope with shocks, invest in the health and education of their children, as well as the protection for the aging population. 
Social protection programs, which comprise both social assistance (such as cash transfers, school feeding, targeted food assistance and subsidies) and social insurance (such as old-age, survivorship, disability pensions, and unemployment insurance), are a powerful tool to reduce poverty and vulnerability. They can have a direct, positive impact on poor families by building human capital through better health, education and skills.
Jobs, too, are critical for reducing poverty and promoting prosperity. All countries, regardless of income, face challenges creating and sustaining adequate job opportunities for their citizens. 
The World Bank supports social protection and labor programs in developing countries as a central part of its mission to reduce poverty through sustainable and inclusive growth. The Bank almost tripled its social protection and labor lending in the last few years to help countries respond to the food, fuel and financial crises.
The World Bank’s 10-year social protection and labor strategy’s main objective is to help countries move from fragmented approaches to harmonized systems. It focuses on making these systems more inclusive of the vulnerable and more attuned to building people’s capacities and improving the productivity of their work. The strategy lays out ways to deepen the Bank’s involvement, capacity, knowledge, and impact in social protection and labor.
The SPLGP is seeking a Social Protection Specialist/Economist with excellent technical skills and significant analytical and operational experience in the design and implementation of social protection policies and programs to support World Bank Social Protection operations in Mozambique mainly, with cross support to São Tomé e Principe. The required knowledge, skills set and experience include familiarity with social safety net policies and programs.
Note: If the selected candidate is a current Bank Group staff member with a Regular or Open-Ended appointment, s/he will retain his/her Regular or Open-Ended appointment. All others will be offered a 3 year term appointment.
Despite rapid economic growth in the past two decades, over half of Mozambique’s population today is still poor and highly vulnerable. It is estimated that over 50 percent of the population is food-insecure and almost half of the children under 5 are chronically malnourished. Rural households are especially vulnerable to seasonal and frequent climate-related shocks as they are heavily dependent on agricultural activities, which are highly seasonal and sensitive to climatic shocks. At the same time, poor households in urban areas have their own distinct vulnerabilities. Urban residents face other risks such as protracted underemployment, low income and food price increases.
The government has made significant progress in putting institutional and implementation arrangements for social protection in place, including a social protection law and a social protection strategy. Currently, the Government of Mozambique implements three core social assistance programs, but coverage and generosity of the programs remain still very low compared to the needs.
The WB Social Protection sector in Mozambique aims at supporting the Government in operationalizing the National Social Protection Strategy and contributing to its two main goals: increasing coverage of social protection programs in the country and increasing their efficiency.
The development of building blocks for social protection will need to be accompanied by an increase of operational capacity at decentralized level and by an enhanced coordination and collaboration with the other core sectors contributing to social protection, as health and education, so that the sector can act as a proper system and achieve its objectives of sustainable poverty reduction.
World Banks’s social protection support comprises operational support through the Social Protection Project (US$ 50 million) and the Building Gender Sensitive Social Protection Systems project (US$ 900,000); analytical work to help the Government defining social protection policies, strategies and operations; cross-sectorial support including social protection prior actions at the Climate Change DPO and the Poverty Reduction Strategy Credit. WB’s social protection portfolio has increased during the last 3 years and the World Bank has become the one of the main development partners for the social protection sector in Mozambique. The World Bank is an active member of the Social Protection Working Group composed by Government institutions, donors and civil society.
The operational support focusses on building the basic blocks for the social protection system in Mozambique, including a targeting system, a single registry, a payment system or a Management Information System. The Social Protection Project supports the implementation of the National Productive Safety Nets Program, which is a labor intensive public works plus program promoting the socioeconomic development of poor populations with capacity to work.
Social Protection Specialist/Economist reports to Social Protection Practice Manager Africa East and Southern.

Duties and Responsibilities

The Social Protection Specialist, is accountable for performing the responsibilities, modeling the behaviors and maintaining the competencies in his or her capacity as a member of the Social Protection and Labor Global Practice. Accountability means being answerable for achieving results, managing quality, risks and institutional initiatives, and operating in compliance with Bank policies and procedures.

  • Supervise the implementation of social protection operations in Mozambique and São Tomé e Príncipe by providing daily support to clients and linking with the Task Team Leader;
  • Support Social Protection missions to Mozambique and São Tomé;
  • Actively participate and represent the World Bank at the Social Protection Development partners working group;
  • Identify key challenges at the policy, program and administrative level for cash transfer programs, develop evidence based to address key concerns (dependency, lack of fiscal space, exclusion);
  • Explore the political economy of social contracts and financing the safety nets in general and cash transfers in particular in Mozambique and São Tomé;
  • Participate in country level studies and projects involving reform of subsidies and development of targeted cash transfers in Mozambique and São Tomé e Príncipe;
  • Collect, analyze and disseminate key lessons and best practices emerging from safety nets implementation in Mozambique and São Tome e Principe, including on targeting and beneficiaries registration, grievances and redress mechanisms, monitoring and evaluations, MIS.   
  • Contribute to business development and preparation of new lending operations;
  • Coordinate and guide activities of local consultants engaged in project or AAA work;
  • Represent the World Bank with government, NGO and other stakeholders on social protection and labor issues;
  • Coordinate with civil society organizations and other development partners in social protection and labor areas relevant to the World Bank’s programs;
  • Support other Social Protection operations in the region according to needs;

Job Qualifications & Skills / Selection Criteria

  • Significant experience in Bank operations, lending and non-lending.
  • Significant experience of working in the field of social protection (safety nets and cash transfers) including analytical and operational work. 
  • Thorough understanding of the Bank’s business, products and services as well as policies and procedures.
  • Experience in communicating with a variety of stakeholders, such as government partners, bilateral donors, multilateral organizations, academic institutions and non-governmental organizations.
  • Policy Dialogue Skills - Identifies and assesses policy issues and plays an active role in the dialogue with the government and/or other stakeholders.
  • Ability to work well in a small team, to operate under pressure, to deliver high-quality work within deadlines, and meet team objectives.
  • Client Orientation - Takes personal responsibility and accountability for timely response to client queries, requests or needs, working to remove obstacles that may impede execution or overall success. 
  • Drive for Results - Takes personal ownership and accountability to meet deadlines and achieve agreed-upon results, and has the personal organization to do so. 
  • Knowledge, Learning and Communication - Actively seeks knowledge needed to complete assignments and shares knowledge with others, communicating and presenting information in a clear and organized manner. 
  • Excellent written and oral communications skills in English and Portuguese; one of the Bank official languages (French, Russian, Spanish) is a plus. 


  • Master's degree in Economics, Social Science or related discipline;  
  • At least five years of relevant operational experience in the development field, preferably in the social sectors in Mozambique with emphasis on program design and implementation.  Experience in other Southern African or countries desirable;  
  • Demonstrated ability to develop and maintain productive, professional relationships with government counterparts, donors, civil society and other stakeholders; 
  • High capacity for organization and coordination, as well as an ability to work with a high degree of independence in a team environment; 
  • Experience working in a multi-donor environment;
  • Experience in managing diverse and sometimes competing interests and perspectives to arrive at a durable consensus;
  • Fluency in written and spoken English and Portuguese (both essential)
