The Poverty Reduction and Economic Management (PREM) Network is the professional alliance of staff throughout the Bank that work on Public Sector Governance; Economic Policy and Trade, Poverty Reduction, and Gender. Within these thematic areas, the main PREM Network Anchor objectives are to: build and apply global knowledge; renew and strengthen staff skills; foster innovative and strategic thinking; and improve the quality of products and services to client countries and partners.
The Africa Region, which is comprised of approximately 1600 staff members of whom around 60% are based in 38 field offices, is committed to helping Africa realize its considerable development potential, with a focus on employment generation. While the overall business climate in Africa is the weakest in the world, several countries--including some fragile states--have made great strides in improving their environment for business. What is emerging as a result is a growing region, with setbacks from time to time, that is increasingly seen as a destination for investment as much as for aid; and one where leaders are increasingly willing to address problems of mis-governance that harm development effectiveness. The Africa Region plans to seize this unprecedented opportunity to better support our clients in realizing the ambition of eradicating extreme poverty and boosting prosperity.
The Poverty Reduction and Economic Management (PREM) unit in the Africa Region plays a key role in supporting the World Bank's strategy of mainstreaming trade and competitiveness into country policies. AFTP1 covers 15 countries in Southern Africa: Angola, Botswana, Comoros, Lesotho, Malawi, Mauritius, Mozambique, Namibia, Sao Tome & Principe, Seychelles, South Africa, Swaziland, Zambia, Zimbabwe and Madagascar.

The Poverty Reduction and Economic Management (PREM) unit is seeking An Economist with sound economic Knowledge and analytical Skills with a practical application of economic discipline in Bank/country context to be based in Antananarivo, Madagascar, part of the AFCS2 Country Management Unit (CMU) which covers Mozambique, Madagascar, Mauritius, Seychelles and Comoros. The Country Manager of Madagascar is based in the World Bank Office in Antananarivo, and works with a core country team working out of Headquarters and Country Offices in AFCS2. 
The successful candidate will work under the leadership of the unit Manager based in Washington, DC and the day to day supervision of Lead Economist based in Antananarivo, Madagascar. The job implies frequent interaction with Counterparts in government and in a variety of international and other partner organizations, collaboration with counterparts within and across sectors, networks and CMUs, and regular contact with Managers up to Director or equivalent in headquarters and in the field.

Note: If the selected candidate is a current Bank Group staff member with a Regular or Open-Ended appointment, s/he will retain his/her Regular or Open-Ended appointment. All others will be offered a 2 year term appointment.

Duties and Responsibilities

The economist:
•Maintain macroeconomic database and prepare and regularly update medium-term macroeconomic projections.
•Collect and analyze data as well as participate in exchange of information with Government, private sector officials and other international financial institutions and maintain the Live Data Base (LDB); 
•Research and analyze the country’s economic, financial and sector issues;
•Participate in the design, preparation and implementation of budget support operations in Madagascar;
•Participate in the design, preparation and dissemination of  analytical economic work and reporting  on Madagascar, including quarterly country economic updates, and coordinate the preparation of  the Country Policy and Institutional Assessment (CPIA); 
•Understand client needs and development challenges and identify entry points for Bank assistance and generate demand for Bank’s engagement;
•Promote visibility for Bank products; and,
•Develop and maintain active engagement with other development partners and local think tanks and researchers.

Job Qualifications & Skills / Selection Criteria

Minimum Education/Experience: 
Master's degree with 4 years experience, or equivalent combination of education and experience.
