Organizational Setting

The International Programme Coordinator post is located in Guiglo Sub-Office and reports to the UNFPA Representative. She/he is in charge of the UN House coordination, designs, develops and manages an innovative and responsive sub-office programme and plays a leadership role for the UNDAF delivery as one programmes in Guiglo.

Under the guidance of the UNFPA Representative, She/he responds creatively to complex challenges and frequently changing demands in terms of a fluctuating resource base, multiple funding arrangements, and donor contacts and complex programme execution modalities. The International Programme Coordinator, Guiglo SO advances the ICPD agenda within the context of UNDAF in a politically sensitive environment, responding to changing priorities of government. She/he facilitates and coordinates UN joint programme, promotes partnership, synergy and strategic alliances within the UN system, counterparts in government, multilateral and bilateral agencies as well as civil society organizations.

S/he provides substantive inputs to country programme action plan and annual work plans formulation, monitoring and evaluation, joint programming initiatives and development frameworks in geographic area under the sub-office. S/he guides and facilitates the delivery of UNFPA’s programmes.

Duties and Responsibilities

Main Tasks & Responsibilties

 

A. Programme

Develops new programmes and projects in substantive areas; expands the range of UNFPA deliverables and originates new project portfolios within ICPD agenda based on national priorities; in the context of the UNFPA supported Country Programme recommends areas of population assistance on the basis of continuous review and analysis of demographic and socio-economic data and national population policies. Creates knowledge by evaluating on-going programmes and projects, documents lessons learned, best practices and replicable strategies and actively shares and applies this knowledge.

Coordinates humanitarian, rehabilitation and development programs set up by agencies (UN joint office), funds and programs in Guiglo geographical area.

Participates actively in updating UNFPA contingency/emergency preparedness plan.

Establishes dynamic networks of partners and efficient system of needs identification tailored to the needs of populations including in emergency situation.

Ensures accessibility of women, adolescents and young girls with particular focus on GBV survivors to GBV Information, Psycho-Social Support and First Aid.

B. Partnership and Advocacy

Maintains a continuous flow of information with government and donors and pursue innovative ways to maintain and create new partnerships; participates in the UN system joint initiatives in the Region as part of broader UN Reform initiatives; provides a harmonized coordination support to UN Agencies, Non-Governmental Organizations (NGOs) and local authorities through the establishment of a wider/appropriate consultation process to enhance coordination between local counterparts and development partners; provides substantive inputs to facilitate policy dialogue and incorporation of these policies into national plans and strategies. Contributes to the resource mobilization strategy by analyzing information on potential donors, preparing substantive briefs and project proposals in line with donor priorities.

C. Management

Participates in the formulation of the annual work plans and monitors their day-to-day implementation through consultations, correspondence and field visits; supports the Representative in the management of human and financial resources, with particular attention to ensuring systems of accountability as per UNFPA policies, rules and procedures.

Submits timely reports on UNFPA programme in Guiglo SO and on all joint programme and donor projects

Job Qualifications & Skills / Selection Criteria

Qualifications and Experience

Education:   Post-graduate University Degree or equivalent in public health, medicine, sociology, demography, gender, economics, international relations, international development, public administration, management or other related field.

Knowledge and Experience:

  • Five years of increasingly responsible professional experience in developmental work
  • Substantive knowledge and practical experience in population, sexual and reproductive health, and gender programming
  • Experience in SRH and/or GBV especially in the context of emergency response in similar area of post conflict will be an advantage
  • Fluency in oral and written French and good level in oral and written English
  • Field experience is a strong asset.
  • Proficiency in current office software applications.

Compensation and Benefits
