About the employer / working context


This invitation for applications follows the general procurement notice AfDB43‐04/12 for this
project that was published in UN Development Business online on 27 April, 2012.
The International Institute of Tropical Agriculture (IITA) (the Executing Agency) and its
partners Africa Rice Center (AfricaRice) and the International Center for Agricultural Research
for the Dry Areas (ICARDA) (the Implementing Agencies) have received a grant of about US$
63 million from the African development bank (AfDB) to finance the Multinational‐CGIAR
Project on Support to Agricultural Research for development of Strategic Crops in Africa
(SARD‐SC). The strategic crops within the context of the project are cassava, maize, rice and
wheat. The overall objective of SARD‐SC is to enhance food and nutrition and contribute to
poverty reduction in the Bank’s low‐income member Countries (RMCs). Its specific objective is
to enhance the productivity and income of four CAADP’s priority value chains (cassava, maize,
rice and wheat) on a sustainable basis.
The Africa Rice Center (AfricaRice) wishes to employ a highly qualified Rice Commodity
Specialist under the SARD‐SC project who will be based at AfricaRice’s temporary
headquarters in Cotonou, Benin, as part of a multi‐disciplinary team working to sustain and
improve the productivity of rice‐based systems in Africa consistent with AfricaRice’s mission
and mandate. The successful candidate will report to the Director of Partnership and Capacity
Strengthening or his duly assigned representative.

Duties and Responsibilities



  • Oversee project activities related to the rice component of the SARD‐SC project and proactively seek linkages with the other components of the project (maize, cassava, wheat) where possible and beneficial;
  • lead the development of a network of rice sector development hubs to be set up in at least 10 countries in sub‐Saharan Africa within the framework of the SARD‐SC project
  • where proof of concept work for sustainable rice value chain development will be conducted in partnership with public and private sector actors and in close collaboration with AfricaRice staff and national partners;
  • Consult with national program research leaders and private sector, non‐governmental organizations and other interested partners on project related matters and issues of wider importance such as seed production and dissemination, rice paddy production, processing and marketing;
  • Organize training courses related to different aspects of rice value chain development (seed and paddy production, processing, marketing) for partners;
  • Present the activities, results and impact of the rice component of the SARD‐SC project at relevant fora;
  • Pro‐actively stimulate the preparation of extension materials (e.g. videos, rural radio scripts) for different actors in the rice value chain and promote out‐scaling of results obtained within the project;
  • Lead preparation of technical reports related to the rice component of the SARD‐SC project according to donor and AfricaRice requirements;
  • Undertake any other project‐related task assigned by the Director of Partnership and Capacity Strengthening of AfricaRice or his designated representative.

Job Qualifications & Skills / Selection Criteria

Qualifications/Selection Criteria

Education: PhD in Agriculture or a related field.

Work Experience: At least 10 years of work experience, of which at least five years will be at
managerial level with track records in Africa.

Key Competencies Required: (i) Excellent leadership, management, interpersonal, and team
building skills; (ii) Proven skills in project coordination and management; (iii) Demonstrated
success in working with multi‐disciplinary teams and partnerships in a cross‐cultural
environment; (iv) Excellent social skills, a collaborative style, proactive and innovative
attitudes; (v) Willingness to travel extensively; (vi) Good experience of collaboration with
NARS scientists in Africa; (vii) Capacity to pay attention to details and accuracy; (viii) Planning
and organizing capacity; and (ix) Capacity to analyze and resolve problems.

The ideal candidate must (i) have the capacity to work effectively in a team; (ii) be conversant
with rules of procedures for project management of the AfDB and / or other multilateral
donors; (iii) good knowledge of African national research and extension systems; and (iv)
knowledge of regional and international research organizations active in Africa.

The candidate should communicate fluently (orally and in writing) in English or French with a
good working knowledge of the other language.
