DIRECTOR OF FINANCE AND ADMINISTRATION-MWANZO BORA NUTRITION PROJECT
Africare is inviting applications for the position of Director of Finance and Administration for a five-year $30 million USAID funded project in Tanzania. The goal of the project is to reduce maternal anemia and childhood stunting by 20% in three mainland regions, Morogoro, Dodoma, Manyara plus Zanzibar. The project is implemented by a Consortium having Africare as the prime, one international partner and twenty two national organizations as sub-grantee partners (hereinafter referred to as the Partners).

GENERAL: THE DIRECTOR OF FINANCE AND ADMINISTRATION HAS THE OVERALL RESPONSIBILITY FOR THE DAY-TO-DAY FINANCIAL MANAGEMENT OF THE PROJECT. The successful applicant shall possess the knowledge, skills and experience needed to guide and ensure that the in-country staff of Africare and its Partners conduct prepare, review, approve, obligate, manage, record and report all project financial transactions including procurement, cash management and payroll in a timely and accurate manner, that is in line with the project’s approved budget, in accordance with ethical accounting practices, and in full compliance with Africare financial and procurement policies and procedures. S/he shall work under the day to day supervision and report directly to Africare’s Project Chief of Party (COP) and the Senior Financial Officer based in Tanzania, and report indirectly and be under the fiduciary direction and oversight of Africare’s Chief Financial Officer or his/her designate based in Washington, DC..

Description du Poste et Responsabilités

As a member of the Project’s senior management team, the Director of Finance and Administration will be expected to maintain cordial and productive relations with Africare stakeholders including donors, government, collaborating partners and communities, adequately espousing Africare principles at all times, and will be required to assist the COP to inform, review and ensure staff compliance with the Africare’s Code of Ethics.
Working in association with the COP, the Director of Finance will be responsible for:
• Analyzing, preparing and submitting timely and accurate budgets, financial and related compliance reports;
• Preparing and implementing tender and purchasing documents in accordance to US government best practices;
• Africare in-country insurance, licensing, contracts, supplier relationships, and import-export requirements; and
• Financial planning and manage/mitigate unwarranted financial exposure and risks.
Strategic duties shall include:
• Advising the COP on financial strategy and its impact on the Consortium objectives, providing input when their achievement comes into question given a current and projected financial situation.
• Regularly reviewing Consortium financial reports and compare outcomes against actual and projected spending; assist the COP to analyze successes and failings suggest means of improvements; assist in the annual.
• Periodically visiting project sites as needed for review of field financial management matters.
• Participating in annual work plan and budget preparation in respect to which updating the LOA of pipeline spending analysis and projections.
• Seven months prior to the project end date, assisting the COP in the preparation of the close-out budget proposed for submission to Africare HQ.

Managerial Duties shall include:

• Assisting the COP to address financial aspects of contracts, including review of of sub-grantee partner procurement and financial controls and systems and any needed recommendations to ensure that they comply with generally accepted accounting and business practices, and that they meet donor and Africare standards with respect to and the safeguarding and responsible use of all activity-procured materials and equipment.
• Regular coordination and communication on project financial management matters with Africare’s home office.

 

Managerial Duties shall include:

Profil et critères de sélection du candidat

QUALIFICATIONS:
Education:
• Required: Minimum a Bachelors (four-year college degree) in Finance/Accounting plus a CPA (accounting certification) and knowledge of GAAP; Master’s degree (MBA) is preferred.
• Effective communicator with well-developed verbal, written and presentation skills in the English language.
• Appropriate knowledge and skills in using computer software and systems for accounting, preparation of financial statements and payroll reporting and systems. Proficiency with Microsoft Excel, Word and QuickBooks.
• A demonstrated track record in grants management as it relates to compliance and reporting of government, corporate and foundation grants is essential.
• Additionally Preferred: Knowledge and skills in using Lawson software is a plus.
Work Experience:
• A minimum of 5 -10 years of financial supervisory and management experience in Tanzania or elsewhere in Sub Saharan Africa, as Senior Accountant, Finance Manager or Finance Director, responsible for a diverse folio of funds in excess of $15 million from USAID for sizable and complex development projects.
