This is a country office position in Morocco in the World Bank Middle East and North Africa (MNA) Region, subject to local recruitment under the Morocco compensation plan. The World Bank is seeking an experienced extended term temporary staff to work in areas of Resource Management  in Morocco to support accounting and resource management functions in its Rabat office and other MNA country offices.  The incumbent will operate under the direction of the Chief Administrative Officer located in Washington, with day-to-day supervision and support provided by Resource Management staff and other members in the Country Management Unit in Rabat office.

Description du Poste et Responsabilités

The following lists the incumbent’s various roles and responsibilities:

1. Financial Accounting

  • Processes accurately and promptly in SAP accounting transactions, including payroll, operating expenses, procurement, travel, vendor payments, charge backs and other office running expenses  
  • Processes transactions in the Asset Management module for office inventories
  • Checks invoices and bills from vendors and prepares payments for purchase of services and goods 
  • Maintains accounts reconciled at any given point in time.  Regularly reviews the open item accounts and resolves any outstanding items; keeps relevant documents and invoices systematically to fully support the accounts
  • Performs bank account reconciliation, reviews cash flow and replenishment needs, and follows up with bank on receipt of replenishment funds
  • Collects data from relevant databases and prepares system-generated and/or customized financial reports
  • Posts and reconciles petty cash transactions
  • Consults and interacts with clients inside and outside the Bank to effect timely payments and resolve accounting related issues
  • Addresses queries from staff by providing references to Bank financial and administrative policies and procedures in administrative expense related subject areas
  • Assists in planning and monitoring budget and expense linked to country office work program
  • Provides information and assistance on staff benefits policies (financial assistance loans, medical benefits, overtime pay)

2. Controls and Reporting

  • Ensures consistent application of accounting and regional rules, policies, and procedures, including safeguarding of cash and checks and obtaining appropriate approvals for every transaction
  • Monitors operating expenses and highlights potential issues
  • Handles filing of administrative records; keeps relevant documents and invoices systematically to fully support the bank accounts
  • Reviews documentation for travel Statement of Expenses
  • Periodically reviews exception reports and takes remedial actions (such as Statement of Expense exceptions, above-average consultant and vendor expenses, overtime, open purchase orders, etc.)
  • Generates a variety of standard and customized financial/accounting reports
  • Ensures compliance with institutional and regional policies and guidelines
  • Prepares guidelines on local policies and processes
  • Coordinates asset management and inventory processes with Information Technology specialist
  • Follows up on items noted in annual Accounting Scorecard and other quality assurance reports issued by Accounting Department

3. General Administration

  • Handles local purchasing of supplies, equipment and contracts for services
  • Handles a variety of general office administrative matters and other ad hoc duties as required 
  • Maintains and updates records and reports on status of inventory and physical assets
  • Provide backup when other RM staff are on leave.

Profil et critères de sélection du candidat

  • Associate degree or equivalent is the minimum education requirement.  Candidates with a Bachelor’s degree or a Chartered accountant qualification in Morocco or other equivalent professional qualification are strongly encouraged to apply.  
  • Minimum Years of Relevant Experience:  2 years of experience in a relevant field.  
  • Understanding and knowledge of accounting, financial management, budgeting, and internal controls.                                                                            
  • Familiarity with Microsoft Office applications and accounting systems
  • Proficiency in oral and written English required (please include a TOEFL score or a proof of English proficiency), as well as proficiency in French and Arabic
  • High degree of personal and professional integrity 
  • Ability to work independently and to take initiative
  • Results-oriented with proven problem-solving skills
  • Strong communication skills
  • Ability to function effectively in multi-disciplinary teams and in multi-cultural environment.
