Background / General description:
Disasters affect social and economic development in a majority of Sub-Saharan African countries, primarily affecting the poorest and most vulnerable. Last year, droughts in the Horn of Africa, Sahel, and Southern Africa affected 29 million people—mostly in poor countries— and frequent floods affected lives and livelihoods of another 4 million across multiple economic centers. A number of reasons contribute to the rising impacts from disasters in Africa including climate change and insufficient capacity to cope with disasters. In response, the governments and donors are increasingly supporting disaster risk management approaches. The World Bank has fundamentally altered its approach from primarily reacting to disasters to proactively investing in disaster mitigation and preparedness. The Global Facility for Disaster Recovery and Response (GFDRR), a multi donor trust fund managed by the World Bank, now plays a key role in Africa to mainstream disaster risk reduction and climate change adaptation into development, forge regional partnerships and support countries to better manage their response to disasters.
In East Africa, Ethiopia has historically suffered predominantly from recurrent droughts, chronic food insecurity, and floods. Other disasters such as earthquakes, landslides, wildfire, and health epidemics are also prevalent in the country. The World Bank is supporting the Government of Ethiopia in dealing with these challenges through ongoing programs consisting of a productive safety net responding to chronic and transitory food security needs, supporting communities in pastoral areas, and improving land management and climate resilience. The GFDRR has identified Ethiopia as one of its priority countries in Africa, and is supporting the government priorities of Woreda disaster risk profiling, contingency planning and Woreda connectivity.
Engaging in a strategic and effective country dialogue with government and development partners are critical to strengthening the resilience of Ethiopia against natural disasters. To strengthen this engagement, a position for Ethiopia based Disaster Risk Management Specialist is established within the Environment, Natural Resources, Water and Disaster Risk Management unit (AFTN3) in the Sustainable Development Department of the region that manages lending and non-lending operations services in DRM, water resources, environment, and natural resources management in the region, including Ethiopia. In addition, the Disaster Risk Management Specialist is an integral team member of the Africa Disaster Risk Management Group (AFR-DRM) which works across sectors and countries in Africa with the aim of strengthening resilience against natural disasters.
Duties and Accountabilities:
The Disaster Risk Management Specialist will support disaster risk management activities in Ethiopia and neighboring countries in East Africa. H/she will also coordinate and facilitate the implementation of GFDRR financed activities and support Bank activities related to Disaster Risk Management (DRM). This will include to (i) support the task management of DRM projects or components, (ii) establish and maintain an effective country dialogue with government counterparts, development partners, and Bank units to advance the disaster risk management agenda, (iii) proactively contribute to policy dialogues and project preparation and implementation with the aim of systematically integrating disaster risk reduction elements in development policies and investment portfolio, and (iv) participate as member of the AFR DRM Group in emergency response, risk reduction, and knowledge sharing activities in other countries.
The Consultant will be based in Addis Ababa, Ethiopia. H/she will report to the AFTN3 Sector Manager and work under the overall guidance of the Team Leader – Africa DRM Group and in close collaboration with other members of the AFTN3 team in Addis and Washington DC. H/she will maintain close contact and seek advice on policy dialogue, donor coordination and other cross-sectoral linkages with the Sustainable Development Sector Leader. For overall country strategy and relationship-related issues and support, h/she will obtain guidance from the Country Manager of the World Bank Addis office. Furthermore, h/she will maintain a regular communication exchange with the GFDRR Secretariat.
1. DRM program implementation
a) Support the task management of DRM program in Ethiopia. This would include (i) implementation support to the DRM Country Plan and other DRM related activities; (ii) regular progress monitoring and reporting; (iii) participation in task team missions; (iv) maintaining day to day contact with government counterparts; (v) identifying and resolving possible implementation bottlenecks; and (vi) program monitoring and evaluation, and other tasks;
b) Oversee the monitoring, evaluation and reporting of GFDRR financed activities and provide regular reporting to GFDRR through the GFDRR Results Based Management System (RBMS);
c) Coordinate the preparation of consolidated progress reports, project briefings and other relevant monitoring information to inform clients, donors, Directors and DRM partners in an organized manner and with adherence to the Bank’s quality guidelines, and assist with the program management as necessary; and
d) Assist in the organization and facilitation of meetings and workshops, conference calls and correspondence related to DRM operations, facilitating effective communication between partners.
2. Support policy dialogue on DRM with the government and critical stakeholders
a) Strengthen in-country capacity of Government counterparts in mainstreaming DRM in key sectors focusing on the adoption of new DRM policy and finalization of DRM Strategic Planning and Investment Framework (DRMSPIF);
b) Advance the mainstreaming of Disaster Risk Reduction in the World Bank portfolio by providing technical support and guidance particularly to new lending operations in relevant sectors such as water resources, natural resources, transport, rural development, urban, environment and community development;
c) Advocate for cross-sectoral platforms to review and improve risk reduction in WB Country Partnership Strategy as well as current and new national development plans such as Poverty Reduction Strategy Paper;
d) Strengthen in-country partnerships and coordinate with relevant agencies, academia and development partners relating to project activities; and
e) Represent AFTN3 and AFR-DRM at internal and external meetings and deliver presentations on DRM country program portfolio as well as on DRM in general.
3. Contribute to Emergency Response, Risk Reduction, and Knowledge sharing activities
As member of the AFR Disaster Risk Management Group,
a) Support emergency response teams and provide technical advice in post-disaster situations. Advise on client-driven and disaster oriented options for fast-track recovery and reconstruction activities and assist Country offices and Government counterparts with expertise on sustainable recovery;
b) Contribute to high profile risk reduction projects and initiatives across Africa as member of the AFR Disaster Risk Management Group;
c) Promote and facilitate knowledge exchange and dissemination in disaster risk management and climate change adaptation between countries, sectors and regions; and
d) Perform other duties and functions as assigned by the Team Leader – AFR DRM Group and the Sector Manager.
• Master's degree or equivalent in a discipline relevant to disaster risk management for example water resources management, urban/spatial planning, environment management, or engineering;
• At least five years of relevant experience in the areas related to disasters, flood management, climate change adaptation, vulnerability, and disaster risk management;
• Strong experience of DRM policy, program and projects;
• Managing or supporting implementation of development assistance projects, with preference for experience with World Bank projects;
• Experience working in an international environment is desired;
• Familiarity with post disaster situations is desired;
• Highly developed communication and advocacy skills, including the ability to write concisely and clearly;
• Ability to take initiative and identify opportunities for collaboration;
• Proven interpersonal skills with Government officials, development partners;
• Fluency in English, strong writing skills, fluency in Amharic desirable
• Ability to work in a fast track environment, with efficiency, competence and integrity with people of different cultural backgrounds
