About 3.5 billion people live in countries rich in oil, gas, or minerals. Many of these countries suffer from poverty, corruption, and conflict stemming from weak governance. Too often, mineral, oil, and gas resources have become a source of conflict rather than opportunity. This must change, especially as some of the world’s lowest-income countries have abundant resources.
Extractive industries (oil, gas, and mining) have the potential to generate significant wealth for developing countries and to serve as important catalysts for growth. They generate large revenues through royalties, taxation, and exports - and create employment.
The World Bank’s mining sector promotes policies and programs that strengthen governance and ensure environmental performance and stimulate linkages to the rest of the economy to ensure that the benefits are widespread and sustained. The World Bank’s mining sector reforms emphasize policies and programs that increase the value added by the mining sector, both at the community level for individual mines and at the regional or national level for the sector as a whole. The former focuses on the development of human and institutional capacities in host communities to take advantage of the new business opportunities afforded by a mine. The latter sees the mining industry as the first part of an integrated development platform with shared infrastructure, a mining industrial cluster, and subsequently the development of other industrial activities or clusters.
The World Bank works closely with other donors and multilateral agencies in this sector. It often channels funds from various sources into trust funds to support both lending and non-lending project work such as projects, technical and advisory assistance programs. The World Bank also works closely with various stakeholders in implementing mining sector reform. Sub-national governments, the private sector, nongovernmental organizations (NGOs), local communities and civil society organizations (CSOs) more generally are all consulted on various aspects of the Bank’s assistance.
Note - if the selected candidate is a current Bank Group staff member with a Regular or Open-Ended appointment, s/he will retain his/her Regular or Open-Ended appointment. All others will be offered a 3-year term appointment.
The ideal candidate will operate at the highest level of government, industry and other stakeholders, and is expected to:
• Provide leadership on global mining sector issues through the collaboration with partners and contribute to knowledge generation and dissemination activities and international best practices.
• Develop effective partnerships and joint initiatives with industry, government, civil society and with Bank’s regional operational / sector units and with IFC to implement the Bank’s mining agenda;
• Contribute towards SEGOM’s Business Development in line with the Bank’s country sector strategies and in close collaboration with other relevant sectors as a senior technical specialist.
• Provide leadership in the dialogue with countries and develop SEGOM’s work programs and service response, with business development proposals at the project and portfolio levels;
• Lead and/or support task teams in project identification, design and preparation of projects on policy, regulatory and mining sector reforms, including linkages to institutional strengthening, good governance, fiscal issues and environmentally socially responsible mining development;
• Lead the World Bank engagement on Extractives Industries in DRC, Congo Brazzaville, the DRC Promines Project and lead the Extractives Sector dialogue with Government and donors in the DRC.
• Manage implementation of Promines and EITI in DRC and other projects and programs under implementation to ensure implementation quality and timeliness and consistency with project objectives, covering financial, disbursement, procurement, social and environmental guidelines. Promines is expected to be approximately 75% of the workload of the position. As Task Team Leader for Promines you will work closely with DFID on the Promines implementation support.
• Support World Bank Oil and Gas Specialists on the DRC Hydrocarbons sector.
The ideal candidate should possess most or all of the following qualifications and capabilities:
• A well-qualified professional with at least a Master degree or higher in mining, or relevant areas such as natural resource management, mineral economics or finance, and extractive industries governance;
• A minimum of 10 years of broad international work experience with a track-record of increasing responsibilities and leadership;
• Demonstrated experience in mineral exploration, operations, project development and knowledge of corporate affairs, sector governance, mining regulatory issues/ frameworks and environmental and social linkages;
• Relevant working experience and an appreciation of the impacts of mining development on local communities;
• Results oriented with an ability to devise, manage and implement work programs and to manage a
portfolio of projects, ensuring delivery and results;
• Excellent interpersonal skills and ability to establish and develop relationships at the highest level with industry and government, and advance the Bank’s mining development agenda within countries;
• Ability to lead, work independently and participate in cross-sector teams;
• Excellent written and oral communication skills in English and French;
• Fluency in French is required ; and
• Ability to mentor and develop less experienced staff including national staff.
Both advanced education and professional experience are required in:
• Mining Technologies and Operations - Extensive understanding of mining resource development, with ability to lead policy-related decisions and advice.
• Mining Policy, Strategy and Institutions - Solid understanding of mining policies, strategies, institutions, and regulations.
• Extractive Industries Governance – including principles of transparency and accountability.
