Under the guidance of the Representative in coordination with the Deputy Representative as head of Programmes, the Programme Coordinator, Goma Decentralized Office, designs, develops and manages an innovative and responsive decentralized office programme as well as plays a leadership role for the United Nations Development Assistance Framework (UNDAF) delivery in Goma. She/he responds creatively to complex challenges and frequently changing demands in terms of a fluctuating resource base, multiple funding arrangements, and donor contacts and complex programme execution modalities. The Programme Coordinator advances the International Conference on Population and Development (ICPD) agenda within the context of UNDAF in a politically sensitive environment, responding to priorities of government. The Programme Coordinator facilitates and coordinates reproductive health programme officers and promotes partnership, synergy and strategic alliances within the United Nations system, counterparts in government, multilateral and bilateral agencies as well as civil society organizations.
As the decentralized office is under volatile security context where human rights are often violated, the Programme Coordinator will be from time to time called to support and/or establish gender based violence (GBV) coordination mechanisms.
The Programme Coordinator provides substantive inputs to project formulation, monitoring and evaluation, joint programming initiatives and development frameworks. She/he guides and facilitates the delivery of UNFPA’s programme and performs the managerial role of administration, finance and technical/programmatic coordination as a head of the decentralized office.

Duties and responsibilities:
Technical leadership, management, monitoring and evaluation:
- Conducts substantive policy dialogue with government counterparts, United Nations agencies and other development partners to facilitate the incorporation of UNFPA’s programme priorities and ICPD agenda into national plans and strategies, United Nations system initiatives and development frameworks.
- Translates global strategies into country specific advocacy strategies, creates and delivers effective evidence-based advocacy messages to promote UNFPA’s programme goals in taking into account political and social sensitivities.
- Promotes results based approach and integrates innovative policies and strategies into the design and formulation of country programme and projects based on strategic priorities and in response to the countries’ needs in the areas of reproductive health, population and development and gender.
- Facilitates the achievement of programme results by providing substantive and technical inputs into programme development and implementation, ensuring substantive monitoring and oversight and coordination, and evaluating the inputs of consultants and technical experts as appropriate.
- Provides programmatic coordination and policy guidance to strengthen integration of GBV prevention, response and coordination issues into national frameworks and multi-sectoral development plans and budgets.
- Develops/strengthens GBV conflict recovery, peace building and development coordination mechanisms, ensures planning and monitoring linkages with provincial level structures, and integrates into relevant government sector strategies, planning and programming frameworks.
- Supports implementation of the MISP for reproductive health in humanitarian settings with emphasis on capacity building on Clinical Management of Rape survivors.
- Promotes survivor-centred approach and ensure survivors can access multi-sectoral services.
- Promotes knowledge sharing and understanding of the GBV guiding principles and globally-endorsed tools for effective GBV programme management and inter-agency coordination.
- Facilitates distribution of the rape treatment kits and other reproductive health commodities to viable health centers, mobile clinics and health actors responding to the needs of the affected population. Works with national and international actors in-country to develop humanitarian contingency plans that address the SRH needs of women and youth, including GBV prevention and response.
- Ensure the distribution of dignity kits that consider the specific needs of women and adolescent girls and factor in critical “protective” items, such as whistles and flashlights.
- Contributes in the coordination of the overall system for data collection on sexual violence incidents and interventions throughout the defined zones within the stabilization and recovery plan.
- Supports the provision of relevant aggregate information to the actors committed to fight sexual violence in DRC.
- Promotes knowledge sharing and continuous learning, testing, linking and documenting innovative strategies, approaches, lessons learned and best practices inside and outside UNFPA and replicating these strategies and approaches. Ensures that programme staffs integrate new substantive policies, methodologies and tools (Results based management, gender concepts, etc.) in line with the UNFPA Strategic Plan 2014-2017.
Administrative and miscellaneous duties:
- Monitors budget and expenditures in order to manage programme within budget.
- Assists in writing programme and project proposals and ensures strong coordination with supporting donors.
- Mobilizes financial resources to support the country programme implementation. Assists the government and other implementing partners in the coordination of project implementation.
- Provides substantive technical support and coordination for the effective management of all Country Programmme Outputs in the targeted provinces including development and implementation of result based workplans, project financial monitoring and budget management in ATLAS.
- Represents UNFPA in the geographic areas – North Kivu, South Kivu, Orientale, and Maniema Provinces in various fora as requested by the Representative.
- Facilitates the effective operation of the decentralized office, including efficient management and supervision of staff, finance and administrative matters in accordance with relevant UNFPA rules and procedures.
- Provides a harmonized coordination support to provincial authorities, United Nations agencies, and non-governmental organizations (NGOs) through appropriate consultation process to enhance coordination between state counterparts, development partners, thus strengthening the links between provincial authorities and United Nations agencies.
- Undertakes any other assignments as may be required by the Representative.

- Awareness and knowledge of gender issues in particular for gender based violence and their relevance in humanitarian and development settings.
- Woking experiences in humanitarian emergency settings,
- Knowledge of UNFPA humanitarian strategy is an asset
- Fluency in French and English is required.
- Knowledge of the United Nations system an asset
